Donald Saxinger

Donald Saxinger is a banking supervision professional with over 30 years of experience at the Federal Deposit Insurance Corporation (FDIC), where he most recently served as Corporate Expert and Strategic Advisor for Operational Risk before retiring in 2025. As a commissioned bank examiner, he conducted hundreds of comprehensive on-site examinations assessing all aspects of bank operations and risk. As Section Chief, he led the FDIC’s technology supervision programs, developing interagency regulations, guidance, policy, and examination procedures related to bank technology and third-party risk management. He chaired both the Federal Financial Institutions Examination Council (FFIEC) IT Handbook Working Group and Cybersecurity and Critical Infrastructure Working Group, authoring guidance used nationwide by bank examiners. Don has extensive expertise in collateral documentation standards, credit risk review systems, and regulatory frameworks for emerging financial products and technology, and has served as an advisor to central banks on supervisory frameworks through international technical assistance programs. Don holds an MBA in Finance, a certificate in Blockchain Technology from MIT, and has earned multiple ISACA certifications.
